In recent years, relevant departments, local governments and enterprises have adhered to the supply-side structural reform as the main line, and in accordance with the requirements of high-quality development, have focused on improving the level and efficiency of comprehensive transportation services, actively promoted the development of multimodal transportation with railways as the backbone, and vigorously developed railways. For special lines, implement the action plan for the connection of rail-water combined transport facilities at the ports of the Yangtze River trunk line, open up the "last mile" of the railway, smooth the "micro-circulation", and initially show the effects of structural adjustment such as "revolutionary railway" and rail-water combined transport. 2. General requirements

(2) Development goals.

(4) Simultaneous planning and construction.

In principle, the new container and bulk cargo operation areas of major ports will be planned and constructed at the same time as inbound railways.
(5) Reasonably determine the standard.
On the premise of ensuring the safety and smoothness of transportation, the construction grade and technical standards of the newly-built, renovated and expanded special railway lines shall be reasonably determined, and the post-station facilities and equipment shall be allocated economically and appropriately. The railway special line is given priority to use the reused rail and the reused pillow, and the traction power supply can use a single external power supply or a single traction transformer. For special lines that are prone to dust pollution, such as coal, green and environmental protection facilities should be built. It is not allowed to arbitrarily use the design upper limit standard and the facilities and equipment that are not related to the configuration, reduce the cost of the dedicated line from the source, and effectively reduce the burden on the enterprise. The site selection of the special line should conform to the national land space planning, reasonably avoid permanent basic farmland and ecological protection red lines, and save and intensively use the land.
(6) Simplify the integration conditions.
When a relevant enterprise puts forward a demand for railway line connection, the railway company affiliated to the connection station shall accept it unconditionally, and it is strictly forbidden to set a threshold or refuse to accept it. The rail connection station should be adapted according to the principle of smooth connection. In principle, with the rail connection point as the boundary, the railway enterprise shall transform the rail connection station and related facilities and equipment as needed and undertake its investment. When a dedicated railway line is connected to a busy trunk line and a railway station with a design speed of 200 kilometers per hour on a common line of passengers and goods, factors such as transportation safety, throat passing capacity, and engineering cost should be considered, and the necessity and construction timing of setting up a relief line should be fully demonstrated; When connecting, in principle, no decoupling line is set.
(7) Compress the time limit for processing.
Further deepen the reform of "delegating power, delegating power and improving services", simplifying procedures and improving efficiency in accordance with the goal of "running at most once". After accepting the application for the integration of the dedicated line, the railway enterprise shall, in principle, issue an opinion of agreeing to the integration within 20 working days. If the integration is not possible due to technical reasons, a written reply and relevant suggestions shall be made. After accepting the application for approval of the special line, the relevant local departments shall complete the approval procedures within the prescribed time limit to ensure that the construction of the special line conforms to the relevant national industrial policies. The provincial investment department is responsible for the approval of the dedicated line and solicits opinions from relevant parties. The review of preliminary design and construction drawing design shall be decided by the enterprise itself. Reasonably compress the preliminary work cycle of special railway line projects, simplify the design procedures, and improve the approval efficiency. Except for the projects with complex engineering geology and high technical difficulty, in principle, the construction drawing design can be directly carried out after the feasibility study.
(8) Innovative operation and maintenance mode.
Dedicated line property rights units make independent decisions and carry out operation and maintenance in accordance with market-oriented principles. Further open up the dedicated line operation and maintenance market, allow engineering construction, equipment manufacturing, social logistics enterprises, etc. to participate in and provide related services, and encourage the establishment of regional and specialized railway dedicated line operation and maintenance mechanisms and enterprises. If the operation and maintenance of the dedicated line is entrusted to the railway enterprise, the railway enterprise shall actively adopt the integrated production organization mode of vehicle, engineering, electricity and supply, set up production and living facilities in a centralized and intensive manner, coordinate the maintenance of tooling and equipment use, and reduce operating expenses as much as possible, and at the same time refer to its own operation The internal cost control quota for related operations shall be reasonably determined on the basis of equal negotiation. (9) Optimizing transportation services.
Railway enterprises should speed up the change of concept, take the initiative to connect with and serve enterprises, optimize service process and transportation organization, reduce intermediate short connections, simplify operation links, standardize charging behavior, improve the efficiency and quality of transportation services, and strengthen cooperation with ports, shipping and other enterprises. Promote the collection and distribution of bulk cargo and containers by rail in ports. Combined with the characteristics of the entrusted dedicated line demand, a targeted transportation plan shall be formulated, and enterprises shall be encouraged to sign long-term agreements to give priority to meeting the transportation needs of the dedicated line. Encourage railway enterprises to strengthen cooperation with private line property rights units and third-party customers, negotiate and formulate full-process logistics plans, provide customers with more direct, more convenient, and more efficient services, and promote the transformation of railway freight to modern logistics. Accelerate the improvement of the public information exchange and sharing of multimodal transport focusing on rail-water combined transport, and realize the interconnection and sharing of rail-water combined transport information such as railway vehicles, loading and unloading vehicles, goods in transit, arrival pre-reporting, port loading and unloading, cargo storage, and ships entering and leaving ports.
(10) Improve comprehensive benefits.
Encourage railway enterprises, relevant enterprises and local governments to strengthen cooperation, promote the co-construction, sharing and sharing of special railway lines in accordance with market-oriented principles, standardize the use of lines, and charging items and standards for transportation services, clarify clearing rules, standardize the price behavior of special lines, and establish and adapt to market changes. A flexible and dynamic adjustment mechanism for freight rates has been established to enhance the competitiveness of the railway special line transportation market, and to formulate the charging and billing methods for the operation and maintenance of the special railway line, which will be disclosed to the public. Strengthen the coordination of production, transportation and sales, develop multi-level transportation service products, improve the utilization efficiency and comprehensive benefits of special lines, better utilize the advantages of railway transportation in terms of safety, energy saving and environmental protection, and promote the adjustment and optimization of transportation structure.
4. Measure requirements
(11) Strengthen collaborative promotion.
Provincial development and reform commissions, natural resources departments (bureaus), transportation departments (commissions), regional railway supervision administrations and railway enterprises should establish a normalized coordination mechanism, strengthen communication and coordination with local and related enterprises, and jointly promote the construction of special lines. (12) Increase support.
Railway enterprises should strengthen market and service awareness, optimize services in the handling of integration procedures, program review, engineering construction, operation and maintenance management, transportation organization, safety assurance, etc., and actively disclose relevant information to the society in a timely manner. Relevant local departments should simplify the examination and approval procedures, and provide active support in the handling of requirements, project approval, construction permits, and land use index guarantees. The Ministry of Natural Resources will increase the support for the use of land and sea for special railway lines, include key support projects into the scope of pre-examination of the occupation of permanent basic farmland, and ensure the sea use demand for projects that comply with sea area management laws and regulations and reclamation management policies. The State Railway Administration will work with relevant departments and units to speed up the formulation and improvement of standards and specifications for special railway lines, strengthen industry quality and safety supervision and management, and promote the safe and high-quality construction of special railway lines.
(13) Broaden financing channels.
Fully open up the investment, construction, operation and maintenance market for special railway lines, and support all market players to jointly build special railway lines through equity cooperation in accordance with the principle of marketization.
