In September of this year, the National Development and Reform Commission, together with the Ministry of Natural Resources, the Ministry of Transport, the National Railway Administration, and the National Railway Group Corporation, issued and implemented the "Guiding Opinions on Accelerating the Construction of Special Railway Lines", aiming at the "unable to build" problems existing in the construction of special railway lines.
