1.1 High-altitude Safety Measures for Laying Fiber Optic Cables

 

1.1.1 All operations such as laying cables and installing appliances at a height of more than 2 meters of power poles shall be considered as high-altitude operations, and operations at high-altitude operations shall be performed in accordance with relevant safety production regulations.

1.2 Safety measures for live cable laying

 

1.2.1 Strictly follow the safety distance specified in the communication design specifications. The minimum distance for installing optical cables on power poles below 10KV is 2.5m.

 

1.2.2 Live work should be carried out in good weather. If lightning, snow, hail, rain, fog, wind is greater than 5 or the humidity is greater than 80%, construction is not allowed.

 

1.2.3 The construction process shall be signed for live work. The issuer and the person in charge of construction shall have practical experience in live work.

 

1.2.4 A person must be under the supervision of live work. The guardian should have practical experience in live work. The guardian shall not directly participate in the construction operation, and the scope of supervision shall not exceed one point.

 

1.2.5 During the construction of the line, a special person shall be responsible for the maintenance of safety and public order, and shall strictly operate in accordance with the safety regulations. Illegal operations and brutal construction are strictly prohibited.

 

1.3 The construction operators must have the qualification certificate (climbing certificate) of special operators, and have been trained in power safety to support common sense of power safety.

 

1.4 The project management personnel and construction team leader shall inform the construction personnel of the specific safety measures for the construction of the project before leaving the building, and there shall be measures and plans to prevent touching the nearby power lines and other facilities.

 

1.5 The construction personnel should check the tools such as safety helmets, safety belts, insulating shoes, insulating gloves, test pencils, high-voltage electrical appliances, ladders, foot buckles, hangers and ropes before leaving to ensure that there is no damage. 1.6 In the construction of optical fiber cables in combination with power lines, at least two people at each independent construction site shall be a group.

 

1.7 When the optical cable line and the power line are erected together, in addition to ensuring a safe distance of 2.5m between the optical cable and the power line, the construction unit also needs to prepare a special power outage construction plan and apply to the power supply department for power outage before construction. Submit a power outage application to the power supply department at the construction site, and then carry out construction operations after obtaining the power outage permission. 1.8 Workers must wear safety helmets, insulated gloves, insulated shoes, and use insulated tools during construction operations.

 

1.9 Before erection of optical cables on power pole roads, the power of other cables, poles, pull wires, etc. on the power pole roads other than the power lines should be checked to ensure that there is no power before operating.

 

1.10 When working on a power pole, the operator must pay attention to maintaining a certain distance from other lines such as the power line. Before the nature of the use of the cable is not clearly identified, it shall be handled as a power line.

 

1.11 It is strictly forbidden that workers, tools and equipment come into contact with power lines. When installing fixed optical cables, the distance from power lines should not be less than 2.5m.

 

1.12 If there are power lines crossing the poles erected by the poles, the laid optical cables should pass through the lower part of the power lines with a distance of 2.5m. It is strictly forbidden to place optical cables above the power lines.

 

1.13 When the communication line is in contact with the power line or the power line falls on the ground, all related operation activities must be stopped immediately to protect the site from pedestrians entering the danger zone. Do not touch the communication cable or power line with general tools, and immediately report to the person in charge of the construction project and the designated professional to eliminate the accident. Before the accident is ruled out, the operation shall not be resumed without authorization.

 

1.14 Before working on a building with a metal roof, confirm that there is no electricity before applying the electricity test.

 

1.15 Re-examine the survey route according to the design drawings to understand the quality of power poles and construction safety. If the power pole is inclined or damaged and does not meet the requirements of the code, it will affect the safety of construction and cannot be carried out. It should be reported to the construction unit and the design changed.

 

1.16 During the construction process, pay attention to protect the existing poles and roads, and do not damage the existing cables on the poles, which will cause the line to be interrupted during the construction process.

 

1.17 Before boarding the pole, check again for power lines, power equipment or other obstacles that affect boarding and working on the pole. No two people can get on and off the pole at the same time.

 

1.17.1 The upper and lower poles must be fastened with safety straps. Do not carry bulky materials and tools when carrying the poles. Carry a tool bag when working. Put the used tools and small materials in the bag. The common tools should be strapped on the body. The required materials must be passed by ropes and not thrown.

 

1.17.2 When using a ladder to lift a pole, someone must support the ladder. It is strictly forbidden to use a metal telescopic ladder. Pay attention to the surrounding environment and prevent it from touching the power line. Do not lift (vertical) the ladder when the ladder is transferred.

 

1.18 The project management personnel of the construction unit shall strengthen publicity and education in order to raise the safety awareness of the construction personnel and inform the construction personnel of the fatal danger of electric power to personal safety.
